SERVICE
The Company’s rates to its customers are subject to the New Jersey Board of Public Utilities (“BPU”). Pursuant to an order of the BPU, the Company defers the difference between the treatment fee charged by the Atlantic County Utilities Authority (“ACUA”) and the amount the Company provisionally charged to customers for such treatment costs. The difference is recouped from or repaid to the customers through adjustments to sewer billing rates in the subsequent years.
The Company does not meter sewerage flows. The Company is furnished data regarding water entering a customer’s premise by the Atlantic City Municipal Utilities Authority, the entity providing water within Atlantic City. Each year, the ACSC bills its customers (other than certain large volume customers) based on water consumption during the prior year. The Company bills its customers annually, with the option to pay one-half in 30 days and the balance in six months. Breakdown of the Company’s billing is as follows:
a)A Fixed Charge for each size water meter to recoup costs of the sewer utility plant.
b)A Volumetric Collection Charge, based on quantity of water consumed in thousand cubic feet (“MCF”) to recover sewage flow oriented costs associated with the sewage collection system.
c)A Volumetric Treatment Charge, based on quantity of water consumed (per MCF) to recover, exclusively, the ACUA’s annual Service Charge to the Company.
